Downie 4 Download: Resolving 'Can't Be Opened' Issues on MacBook Pro

I'm running a MacBook Pro 13' retina, Early 2015 model, and I recently updated my Mac OS from an earlier version (El Capitan) to 10.15.2. Initially, I faced similar problems with Finder unable to open files, complaining about 'damaged and can't be opened.' I tried reinstalling Mac OS, but that didn't solve the issue.

To troubleshoot, I rebooted into Recovery Mode and ran Disk Utility's repair on the root and 'data' partitions of my hard drive. This seemed to work, but nothing was flagged as wrong. Interestingly, I could run MS Powerpoint and Preview, along with many other apps, without any issues. However, when trying to open files from within these apps, Finder would claim they're 'damaged and can't be opened.'

I also tried downloading Chrome to reinstall, but I couldn't open the DMG file due to the same issue. When attempting to launch Force Quit Applications, it took a long time for them to spawn visible windows.

After updating Mac OS to 10.15.3 from 10.15.2 last evening, I encountered even more issues. Chrome, MS Word, and MS Excel couldn't be launched, with Finder claiming the files were 'damaged and can't be opened.' In regular mode, it just got stuck on the 'checking software' stage.

To narrow down the cause of these problems, I used EtreCheck to run a report in safe mode. It didn't find any obvious issues. I also checked extension folders and start-up items but couldn't find anything out of the ordinary.

As a possible solution, I'm considering erasing and restoring my MacBook Pro. If you're experiencing similar issues, it may be worth trying this route as well. Before attempting a clean reinstallation, I'll try rebuilding the spotlight index using a terminal command and waiting for a week to allow it to rebuild. I'll also use Onyx to clean all caches and then wait another week.

If none of these steps resolve the issue, I might need to perform a full disk erase and reinstall. Unfortunately, my MacBook Pro is running 12.6.7 and can't be updated past this version.
